961.01   RESIDENCY.
   (a)   A person shall not be considered to have gained a resident status in Lucas County, and the City of Waterville, into which the person comes for temporary purposes only, without the intentions of making such County and City their personal place of abode.
   (b)   Any person who has gone into another state or county other than Lucas and while there has exercised the right of a citizen by voting and/or securing a driver’s license, that person shall be considered to have lost their place of residence in Ohio and Lucas County.
   (c)   An individual who during a taxable year has had no more than 182 contact periods in the State of Ohio, Lucas County, which need not be consecutive, and who during the entire taxable year had has at least one abode outside of this State and Lucas County, is presumed not to be domiciled in the State of Ohio, County of Lucas, City of Waterville during the taxable year.
   (d)   The City will require proof of legal residency in the County of Lucas, City of Waterville, by any individual or institution acting on behalf of the individual when the body of a dead person is found in the City of Waterville and the body is not claimed by any person for private interment or cremation at the person’s own expense prior to qualifying for burial or cremation of the body at the City’s expense pursuant to Ohio R.C. 9.15.
