The funds collected under the provisions of this chapter shall be applied for the following purposes:
(a) One hundred percent (100%) of the Video Service Provider Fees received annually shall be paid into the Parks and Green Space Fund and shall be set aside and used for purposes benefitting parks and green spaces within the Municipality.
(b) Notwithstanding the provisions of subsection (a) hereof, for the entire calendar year 2010, one hundred percent (100%) of the Video Service Provider Fees received under the provisions of this chapter shall be paid into the General Fund to pay the operating expenses of the Municipality.
