The Municipal Administrator is hereby authorized to enter into contracts without specific Council action so long as they conform to the following standards:

(a) The total sum to be spent as a result of the contract does not exceed one-third (1/3) of the bidding limit specified in Ohio R.C. 731.141 as amended from time to time by the Ohio Legislature.

(b) The total sum of the contract is included within the amount approved by Council for the proper line item in the annual appropriations document.
