Notwithstanding the prohibitions specified elsewhere in these Codified Ordinances, the consumption of alcoholic beverages as part of charitable activities sponsored by non-profit organizations may be permitted within the right-of-way of the unit blocks of North and South Third Street with the written consent of the Municipal Administrator and including any limitations that the Administrator may require.
