No curb boxes for gas or water, gas drips, manhole covers or gratings shall be placed within the limits of a sidewalk within the public right of way unless no reasonable alternative exists, as determined by the Public Works Director. When authorized by the Public Works Director, any person installing, placing or causing to be installed or placed any curb box for gas or water, or gas drip, manhole cover or sidewalk grating within the limits of a sidewalk within the public right of way, shall install the same so that it is on an exact level with the surface of the sidewalk. When walks are reconstructed, all the above appurtenances shall be set flush with the new sidewalk grade.
