(a) Effective January 1, 2010, the annual salary for members of Council shall be the greater of five thousand four hundred dollars ($5,400.00) or an amount equal to the minimum earnings required by the Ohio Public Employees Retirement System for full-time service credit.
(b) Effective January 1, of each calendar year beginning in 2011 and thereafter, the annual salary of members of Council shall be the annual salary of the previous calendar year increased by the lesser of the following:
(1) Three percent (3%); or
(2) The percentage increase, if any, in the consumer price index over the twelve-month period that ends on the thirtieth day of September of the immediately preceding year, rounded to the nearest one-tenth of one percent (0.1%).
(c) If the annual salary increase specified in subsection (b) hereof results in an annual salary less than the minimum earnings required by the Ohio Public Employees Retirement System for full-time service credit, the annual salary for members of Council effective January 1 of that calendar year shall be increased to an amount equal to the said minimum earnings required.
(d) Effective January 1, 2010 and thereafter, the annual salary for the Mayor shall be one hundred thirty-five percent (135%) of the annual salary for members of Council as determined in this section.
