(a) All applications for a sign permit shall be accompanied by an application fee as determined from time to time by Council.
(b) Permit fees shall be waived for church, school, governmental, and other nonprofit service organizations.
(c) Permit fees shall also be waived for all signs for which permits were previously issued and for all signs which were erected prior to April 23, 1973.
