The administration of this chapter shall be the responsibility of the Municipal Administrator or designee, who shall be responsible for:
   (a)   Conducting an annual survey of all permanent signs being displayed in the Municipality for the purpose of identifying those existing signs which are not in compliance with this chapter, and notifying owners of those signs not found to be in compliance;
   (b)   Determining whether proposed signs comply with the rules and regulations established by this chapter; and
   (c)   Issuing permits for all signs that are determined to be in compliance with this chapter.
