1311.41  RECORDS.
   The Building Official shall keep careful and comprehensive records of applications, permits, and certificates issued, inspections made, reports rendered, and notices or orders issued. He shall retain on file in his office copies of all papers in connection with building work so long as any part of the building or structure to which they relate is in the process of construction and for five years after the completion of the building or structure.
