(a) Council may, on its own motion and after public hearing and with the advice of the Municipal Administrator and the Board of Zoning and Building Appeals, amend, supplement, or change by ordinance the regulations established by this Building Code.
(b) The Board of Zoning and Building Appeals shall, from time to time, recommend to Council such amendments of and additions to this Building Code as it may deem advisable. It shall have the power to conduct hearings with respect to proposed amendments of this Building Code before recommending the same to Council.
