SECTION 10.03 CHARTER REVIEW AND AMENDMENTS.
   On or before January 30, 1972 and each five (5) years thereafter, the Mayor shall appoint, subject to confirmation of Council, five (5) qualified electors of the Municipality holding no other office, appointment or employment with the Municipality, as a member of a Charter Review Commission. Such Commission shall review the Charter, and within five (5) months after such appointment, direct to Council such proposed amendments if any to this Charter, as in its judgment are desirable. Council shall provide for submission of any such proposed amendments ninety (90) days prior to the next election. By resolution Council may, upon two-thirds (2/3) of its members concurring, submit any proposed Charter amendment initiated by Council to the electors of the Municipality.
   Members appointed to the Charter Review Commission shall serve without compensation. Meetings of the Charter Review Commission shall be open to the public.
   The electors of the Municipality shall have the right to propose by initiative petition, amendments to this Charter at any time.
