SECTION 8.04 PLURALITY, TIE VOTES.

A plurality of valid votes cast shall be sufficient to elect. In case of a tie vote, the election shall be decided by lot, in which case the Chairman of the Lucas County Board of Elections shall preside over the toss of a coin.
