The Finance Committee shall consist of the Mayor, the Municipal Administrator, Finance Officer, Municipal Treasurer, one member of the Civil Service Commission, one member of Council, and three (3) professionally qualified residents of the Municipality, notwithstanding the provisions of the second paragraph of Section 10.01 of the Waterville Municipal Charter. The three (3) members who are professionally qualified residents shall be appointed by the Mayor with the approval of council for three-year overlapping terms. In the event that any vacancy shall not be so filled within sixty (60) days, any member of Council may nominate a qualified individual to fill the vacancy, subject to the approval of a majority of the members of Council. Committee members shall serve without compensation.
