Owners, tenants, or lessees of collection units shall be permitted to place at the curb or alley an unlimited quantity of trash for collection during a special pick-up period which shall be known as the semiannual trash pick-up. Such periods shall be at times designated by the Municipal Administrator during the spring and fall. Notice of the time of semiannual trash pick- up shall be published in a newspaper of general circulation in the Municipality prior to the pick- up.
