953.03  COLLECTION AND DISPOSAL.
   (a)   Solid wastes not exceeding a total of three (3) bags, containers or bundles as described in this chapter from collection units within the Municipality shall be collected by the Department of Public Works or the duly authorized contractor for the Municipality.  Solid wastes exceeding a total of three (3) bags, containers or bundles from collection units within the Municipality shall be collected by the Department of Public Works or the duly authorized contractor for the Municipality if such excess bags, containers or bundles are marked with the proper tag purchased from the Municipality for that purpose.  The fee for such excess container tags shall be as determined from time to time by Council.
   (b)   The owners of all commercial units shall arrange for the collection, conveyance and disposal of solid wastes at least once per week by a private solid waste collection  firm.
   (c)   No garbage or other solid wastes shall be collected by the Municipality or its contractor unless it is placed at the curb or berm of the street or alley in standards metal or plastic waste containers or minimum 1.5 mil plastic bags, or in the case of boxes, paper, or sundry odd articles, crushed or bundled not to exceed four feet in length and 50 pounds in weight.  In the case of premises abutting an alley, such bags or bundles shall be placed as near the alley as possible.  No garbage or other solid wastes shall be placed within the right-of-way of the street or alley for collection more than 24 hours prior to the time schedule for pick-up.  In no case shall garbage or solid wastes be placed for collection in such a position as to be within the traveled portion or berm of the street or alley.
   (d)   Bulk items shall be picked up from collection units within the Municipality by the Department of Public Works or the duly authorized contractor for the Municipality on the same day as the regular solid waste collection if such bulk items are marked with the proper tag purchased from the Municipality for that purpose and if a bulk item that contained Freon refrigerants displays a certification label stating that the Freon refrigerants have been properly removed, as required by Federal law.  The fee for such bulk items tags shall be as determined from time to time by Council.
   (e)   Highly flammable or explosive materials, lead acid batteries and used oil shall not be placed in containers for regular collections, but shall be disposed of at the expense of the owner or possessor thereof.
   (f)   No person shall deposit their residential or commercial refuse or yard waste in the trash barrels, containers or dumpsters provided by the Municipality along any public right-of-way or any Municipally-owned property.
