Council may establish municipal departments, offices, commissions, or agencies in addition to those created by this Charter and may prescribe the functions of all departments, offices, commissions and agencies, and shall publish such regulations as an administrative code. The Clerk of Council shall keep a copy of the administrative code on file for availability to the public. No function assigned by this Charter to a particular department, office, commission or agency may be discontinued or, unless this Charter specifically provides, assigned to any other.
Council shall, within ninety (90) days after the effective date of this Charter, appoint temporary officers or heads of departments who will function in those positions until such time as the appointed Municipal Administrator will have the opportunity to establish permanent officers or heads of departments.
All departments, offices, commissions and agencies under the direction and supervision of the Municipal Administrator shall be administered by an officer appointed by and subject to the direction and supervision of the Municipal Administrator. With the consent of Council, the Municipal Administrator may serve as the head of one or more such departments, offices, commissions or agencies or may appoint one person as the head of two or more of them.
