Solely at the discretion of Council, extension of sewer mains may be made by the Municipality in order to serve a single-family residence. The owner, if deemed eligible by Council, may contract with the Municipality to pay a proportionate share of such a main as follows:
(a) Extension to lots with less than one hundred feet fronting or immediately adjacent to the main:
(1) Main in street or easement (side or front of the lot) shall pay sixty percent of the average actual cost per foot; or,
(2) Main extended through adjoining lot shall pay one hundred percent of the average actual cost per foot.
(b) Extension to lots with more than one hundred feet fronting or immediately adjacent to the main:
(1) Main in street, easement, or county road shall pay average actual cost per foot as follows:
A. Sixty percent of the first one hundred feet.
B. Ten percent of the next two hundred feet.
C. Zero percent of over three hundred feet.
(2) Main extended through adjoining lot shall pay average actual cost per foot as follows:
A. One hundred percent of the first one hundred feet.
B. Ten percent of the next two hundred feet.
C. Zero percent of over three hundred feet.
(c) No owner for which a connection has been made pursuant to this section shall be entitled to reimbursement for any future connections, and all future taps and connections made by the owner shall be paid for as provided in the previous section unless the extension agreement shall state otherwise.
(d) Owners of tracts with over one hundred feet of frontage, as described in subsection (b), above, who may at a later date subdivide their tract, shall be required to pay pro-rated charges for the subdivided frontage equal to sixty percent of the average cost per foot.
