The Municipal Administrator shall be chosen solely on the basis of his executive and administrative qualifications with reference to his actual experience in, or his knowledge of, accepted practice in respect to the duties of his office as provided herein.
During the absence, disability, or vacancy of the Municipal Administrator, Council shall designate a properly qualified person to be the Acting Municipal Administrator.
