It is the intent of this section to define municipal policy and create opportunities for a fair distribution of costs incurred in the extension of water main lines that are part of the municipal water distribution system. In certain circumstances, private developers and/or the Municipality can incur significant construction costs for the extension of water mains to certain developments and/or projects. In these cases, future developers of property adjacent to the main that has been extended will benefit by having new water service available to said property. It is hereby established as the policy of the Municipality that developers and/or property owners requesting water service taps from a water main that has been extended in this fashion pay a pro-rated charge, in addition to regular tap fees, to offset the original cost of construction of the water main being accessed. The pro-rated charge, as provided herein, will be utilized to reimburse the original developer and/or the Municipality for actual cost incurred in the construction of the affected water main.
