931.09  UNAUTHORIZED USE.
   Except for duly authorized municipal personnel, it shall be unlawful for anyone to do the following:
   (a)   Turn the valve in the house service or any other service, residential, commercial, or otherwise, usually located at the property line and commonly known as the "curb-stop" for the purpose of securing water for use on any premises or for any other use, whether on or off the premises. At no time shall water service be permitted to any premises, even on a temporary basis, for testing purposes until a water meter has been installed by authorized municipal personnel after all necessary fees and deposits have been paid in full. At no time shall so-called "spaces" be used which are made in such a fashion they can be used as conduit for water.
   (b)   Turn fire hydrants on or off.
