(a) Whenever the Municipal Administrator, by and with the advice of the Director of Public Works, and after a thorough study of water supply, water needs, weather and health conditions, as well as other relevant factors, finds that the remaining available water supply is critically low, he shall declare the existence of an emergency and impose reasonable restrictions on the use of water.
(b) The Municipal Administrator is authorized, empowered, and directed to give public notice by the most practicable and reasonable means available to the public as to the specific restrictions and their duration. It shall further be the Municipal Administrator's responsibility by and through use of the Police Department to supervise enforcement of the restriction and, if necessary, to execute criminal affidavits.
