If the provisions of this chapter exert an unreasonable hardship on the owner of the property for which a curb cut or accessway permit is requested, the Municipal Administrator shall be authorized to vary such provisions as may be necessary, provided such variance shall not violate the intent or spirit of these sections or be detrimental to public safety.
