Council shall meet regularly at least once each month at such time and place as Council may prescribe in its rules. All meetings of Council shall be public; however, Council may recess for the purpose of discussing any matter legally permitted to be discussed in a closed executive session, providing that the general subject matter for consideration is expressed in the motion calling for such a session. Persons other than members of Council at the request of Council may attend executive sessions if Council feels such persons can render assistance or present information relative to the general subject matter for consideration. Formal action or vote of Council shall be taken in public.
