Whoever violates any provision of this chapter or fails to comply with any of such provisions shall be fined not less than twenty-five dollars ($25.00) nor more than one thousand dollars ($ 1,000) per violation in addition to any required restitution for damages incurred by the Municipality or any special assessments levied as provided for herein.
