It shall be unlawful for any person to prevent, delay or interfere with the Tree Commission, or any of its agents, or the Public Works Director or his or her designee, or any subordinates thereof, while engaging in and about the inspecting, planting, cultivation, mulching, pruning, spraying, or removing of any street trees, or trees on private grounds or any other actions related to carrying out the provisions of this chapter.
