(a) The Tree Commission shall have the authority and it shall be its duty to conduct tree surveys and prepare and keep updated the Master Street Tree Plan and Inventory for all trees in or upon all public streets, avenues, highways, parks, alleys and other public places which, in its opinion, effectuate the provisions of this chapter.
(b) A public hearing shall be held by the Commission on all proposed amendments to
or changes in, the Master Street Tree Plan. Notice of the time and place of such hearing shall be published in a newspaper of general circulation in the Municipality. Such Plan shall not become effective until approved by Council.
