907.02 LIST OF UNDESIRABLE TREES AND SHRUBS.
   (a)   The Tree Commission shall prepare a list of trees desirable for planting in public places in the Municipality and on private property so as to ensure public safety and welfare, responsible land stewardship and in public places, the appropriate use of public funds.
   (b)   The Tree Commission shall also prepare a list of trees undesirable for planting in public places in the Municipality and on private property so as to ensure public safety and welfare, responsible land stewardship and in public places, appropriate use of public funds.  These trees shall not be recommended for general planting and their use, if any, should be restricted to special locations where, because of certain characteristics of adaptability or landscape effect, they can be used to advantage.  Species included in the undesirable list may only be planted as street trees or in other public places with the written permission of the Tree Commission.
   (c)   The Tree Commission shall amend the lists as appropriate.
   (d)   The lists of desirable and undesirable trees shall be contained in a document titled “Tree Lists for Private Properties” to be used to inform and to guide the Municipality’s citizens in selecting trees for their properties.
   (e)   The Tree Commission shall keep for its use and file a separate list “Undesirable Street Trees and Why They are Absent/Uncommon in Master Street Tree Plan”.  List selections shall be made based on scientific fact, rather than personal preference, with focus on public health and safety and shall be primarily for the Tree Commission’s reference.

   (f)   The selection of trees for public places is strongly recommended to be in accordance with the City of Waterville’s Master Street Tree Plan.  Trees for public places may also be selected from the City’s appropriate list of trees desirable for planting in public places and on private property considering the available growing space, after consultation with the Tree Commission.  (Ord. 05-18.  Passed 3-26-18.)
