Whenever the Solicitor is of the opinion that a junkyard is being operated or maintained in violation of any of the provisions of this chapter and Ohio R.C. 4737.05 through 4737.12, he may apply to a court of competent jurisdiction, alleging the violation complained of and praying for an injunction or other proper relief. In such case the court may order such junkyard abated as a nuisance or make such other order as may be proper. An action brought under this section shall not be deemed to be a bar to a prosecution under Section 731.99.
