The curb or hump described in Section 711.02 shall be provided within 15 days of the effective date of this chapter. The curb or hump shall be maintained in good condition and shall be so rounded as not to be a nuisance to pedestrian travel. If such curb or hump is not located on the owner's or operator's premises immediately adjoining the street line, at each driveway entrance, the owner or operator shall obtain the approval of the Municipal Administrator for another location on such premises to accomplish the objects of these sections.
