The company shall reserve one channel for educational programming, and shall furnish, according to the installation charges set forth herein, one connection to the public and parochial schools, including technical schools, colleges, and universities, in the Municipality and shall furnish the same without charge for monthly service. Any such school may install at its expense such additional connections for classroom purposes as it desires, provided that such installation shall not interfere with the operations of the company's system, and that the quality and manner of installation of such additional connections shall have been approved by the company and shall comply with all municipal, state, and federal laws and regulations. In addition, the applicant shall furnish to the Municipality without charge such connections as may be required for regulation and supervision of the communications system, not to exceed three, and shall provide without charge monthly service thereafter, provided that such connections be located in public buildings and installation charges shall be paid by the Municipality according to the charges set forth herein.
