(a) The company's poles, wires, and appurtenances shall be located, erected, and maintained so as not to endanger the lives of persons, or to interfere with street improvements the Municipality may deem proper to make, or with facilities of present franchise holders, or to hinder unnecessarily or obstruct the free use of the streets. Removal of poles or equipment when deemed necessary by the Municipal Administrator or his authorized representative, to avoid such interference for relocation of a street, or change in the grade of a street will be at the company's expense except as provided in division (b) below, provided that the company shall be given not less than 48 hours advance notice to arrange such removal.
(b) The company on the request of any person holding a building moving permit issued by the Municipality will temporarily raise or lower its wires to permit the moving of the building. The expense of such temporary removal, raising, or lowering of wires shall be paid by the person requesting the same and the Municipality shall have the authority to require such payment in advance. The company shall be given not less than 48 hours advance notice to arrange for such temporary wire changes.
