No person within any residential area shall repair, rebuild or test any motor vehicle or nonstationary source in such a manner as to cause unnecessary, excessive or offensive noise. If the noise is 7 dbA over the fixed source noise level for more than five minutes out of sixty minutes, then this itself would declare the noise loud and excessive.
