(a) No person shall operate engine or motor-powered lawn or maintenance tools intended for use in residential areas, typically capable of being used by homeowners (such as power mowers, garden tools, riding tractors, power saws, edgers, etc.) which create a noise that exceeds the fixed source noise level for the zone at the property line of the property affected by the noise emission except between the hours of 7:00 a.m. and 11:00 p.m.
(b) Homeowners' outdoor equipment shall have mufflers where applicable and be in good working condition.
(c) Snow blowers and snow plows are exempted from the time requirements of this section when removing snow and ice.
