Each retail liquor dealer's license shall terminate on April 30 next following its issuance. The renewal fee to be paid shall be reduced in proportion to the full calendar months which have expired in the year prior to the issuance of the license. A refund shall be made to any licensee discontinuing business during the month of May of any year for the remaining eleven (11) calendar months of the unexpired term of said license, and no other refunds on licenses shall be made to the licensee except as provided in section 3-1-12 of this chapter.
