As a condition of approval of a development plan or plat, each owner or developer will be required to dedicate land for school sites and civic purposes, or cash contribution in lieu of actual land dedication, or a combination of both, at the option of the village. In addition, the developer will make a cash contribution to provide for construction (capital improvements) of adequate school and civic facilities. The developer shall conform to the requirements of this title. The location of the areas shall be referred to the planning commission in conjunction with the submittal of the preliminary plan, and the areas shall be appropriately marked on the plat prior to approval of the plat.
