There shall be established a master plan, commonly known as the comprehensive plan, for the village. This plan, or any part thereof, will direct the physical development of all or any part of the corporate area. This plan shall be published in pamphlet form, and not less than three (3) copies thereof shall be available for inspection at the office of the village clerk at all times in accordance with Illinois Compiled Statutes.
