It shall be unlawful for any person to injure, break, deface, mar or destroy any sidewalk along any street, alley, avenue or public ground or place, or to obstruct or encumber the same, or to store, place or keep thereon any property or thing that will prevent such sidewalk from being free and open at all times to public use and travel.
