The following words, terms and phrases, when used in this title, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning. The definitions in the Illinois Vehicle Code 1 also apply to this title:
LOADING ZONE: The space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.
POLICE OR POLICE OFFICERS: All members of the regularly constituted Police Department, special police, auxiliary police and Marshals duly constituted and appointed by proper authorities of the Village.
PROPERTY LINE: The line marking the boundary between any street and the lots or property abutting thereon.
PUBLIC BUILDING: A building used by the Village, the County, any park district, school district, the State or the United States government. (1999 Code § 17.01)
