All residences, mobile homes, manufactured homes (whether or not such mobile home or manufactured home is located within or without a park), and apartments shall be billed or cause to be billed by the Town Clerk or the duly authorized assistant for such fees and at such rates as may exist or be approved by the Town Council. Such fees and rates are due and payable in all cases regardless of whether or not the premises are occupied and regardless of whether services are used or not.
