The Town Council is authorized to appoint a superintendent of garbage and rubbish collection, and disposal to supervise said collection and disposal, either under such name of superintendent or such other name or office as said Council shall direct, and said Council is further authorized to provide by contract or to provide by said town for the necessary labor, equipment, power, vehicle and any and all necessary personnel to properly administer the provisions of this chapter for the disposal, collection and handling of all garbage and rubbish.
