§ 32.03 SKATE PARK COMMITTEE.
   (A)   There shall be a Town of Waterloo Committee for Development of a Skate Park, for site location, fund raising, development, construction, and maintenance.
   (B)   Said Committee remains under the jurisdiction of the Town Council who may modify the powers of said Committee from time to time or determine when it is terminated and the Committee shall comply with all the laws of the State of Indiana and Ordinances of the Town of Waterloo.
   (C)   Said Committee may make recommendations for acquisition of real estate for the skate park, provided however the Town Council shall make any final decision as to the purchase of real estate and/or the location of the skate park.
   (D)   Said Committee may not obligate any department or agency of the town without Town Council approval.
   (E)   Said Committee shall provide periodic reports to the Town Council upon request and at least quarterly.
   (F)   Any funds raised by said Committee shall be under the town’s Clerk-Treasurer’s supervision and control in a separate fund account for the specific purpose of acquiring and/or constructing of a skate park in the town. And, further, any expenditures shall have Town Council approval.
   (G)   Said committee shall be under the Park Board established by the Town Council and work in cooperation with the Park Board of Waterloo. The Park Board will make recommendations to the Town Council on behalf of the Skate Park Committee
   (H)   Said Committee shall cooperate with the Waterloo Redevelopment Commission in defining its purpose as economic development and to come within the objectives and guidelines and priorities of the Waterloo Redevelopment Commission, The Committee needs the sanction or approval of the Waterloo Redevelopment Commission to request and/or accept any benefit from the Waterloo Redevelopment Commission.
   (I)   Said Committee may have as many as five and up to ten members and Alex McConnehey is the initial chairman. Members may be residents of the Town of Waterloo, Indiana and be of legal age and capacity. The Committee may request or accept advice and counsel or benefit or assistance from any interested parties. All members of the Committee are subject to Town Council approval who has the power to appoint members. The Committee shall meet and elect officers.
