Each and every law enforcement officer of the town is authorized to enforce the prohibitions of this subchapter by issuing a traffic summons to any offender determined by such officer to be in violation of this subchapter; provided, however, that an offender not a resident of the state may be required to post bond in an amount of $50, notwithstanding his written promise to appear in court.
