It shall be the duty of the Town Marshal to collect all such license fees and turn the same over to the Town Treasurer before such peddler is permitted to sell or peddle the articles aforesaid mentioned, or any wares that he may have to offer for sale from house to house, or on the streets or alleys within the incorporated limits of the aforesaid town.
