The Street Superintendent shall hereafter be empowered and authorized to require the owner or occupant of any property abutting any street or alley to remove or trim any trees or part thereof in front of the property of any such owner or occupant which may be dead or unsightly or in a dangerous condition, to trim said trees to a height of at least 12 feet from the sidewalk, by first causing notice to be served upon such owner or occupant of the premises adjoining said street or alley ten days prior to the time designated for the removing or trimming of trees.
