The construction of curbs only, by property owners of the town, shall not be permitted, but the property owner shall use and build a combination curb and gutter, the same to be in the strict conformity with specifications for curbs and gutters approved by the Federal Housing Administration, designated “SJ-250,” a detailed drawing of which is attached to Ordinance 133.
