§ 97.02 SPECIFICATIONS.
   (A)   Plans and specifications including the mix to be used, the width and thickness of the proposed walk, the grade line, and any and all other elements entering into the construction of such walk, shall be submitted to the Chairman of the Streets, Alleys, and Sidewalks Committee of the Town Council before commencement of such work. The Town Council, by and through its Chairman of such committee, shall alter, change, amend, or approve of the owner plans and specifications, and upon approval of the plans and specifications therefore by the Chairman of said committee, the property owner shall be authorized to proceed with the proposed construction, in accordance with such approved plans and specifications.    (B)   Prior to the commencement of such curb and gutter work, the property owner shall submit to the Chairman of the Committee on Streets, Alley, and Sidewalks of the Town Council the proposed grade line and street line and any other elements entering into the construction of such work. The Town Council, by and through its Chairman of such committee, shall alter, change, amend or approve such construction as proposed by the property owner, and thereupon the property owner shall be authorized to proceed with such construction in strict conformity with the approved plans and specifications.
