(A) Composition. The Town Council shall be composed of five members.

(B) Terms.
(1) The two at-large members of the Town Council shall be elected for one term of three years beginning at noon, January 1, following the municipal general election held on the first Tuesday after the first Monday in May, 1999, and for successive four- year terms thereafter.
(2) The remaining three members of the Town Council shall be elected for terms of four years beginning at noon, January 1, following the municipal general election held on the first Tuesday after the first Monday in May, 1999.
