The rules and regulations promulgated and approved by the town, shall among other things, provide for an appeal procedure whereby a user shall have the right to appeal a decision of the Superintendent to the Town Council, and that any decision made by the Town Council, concerning the sewage system of the town, may be appealed to a court of competent jurisdiction under the appeals procedure provided for in the Indiana Administration Orders and Procedures Act
