The public works director and city engineer, as appointed by the mayor and city council in accordance with the prescribed policies and ordinances of the city, or their designees, shall be empowered and authorized to enforce the provisions of this code that pertain to streets and sidewalks. It shall be the duty of the public works director to consult with and follow the direction and advice of the mayor and city council and follow the policies of the city to maintain all streets, alleys and highways within the city, as well as to perform other duties as assigned.
