(A) Permits shall be issued to licensed master plumbers only to install range boilers and water heaters. They shall be issued by the Plumbing Inspector and he shall charge the plumber the same fee as for a plumbing fixture.

(B) No person shall do any work or make any connection to the water pipe or make any alteration or addition to any existing water heater or install any new water heater unless the person has been licensed as provided by law and a certificate of competency has been issued to him.
